Leaving not knowing/caring about the rules behind… the county seriously wants him to have sign permits for something stuck to the wall of his building? As in, if he painted it on, they’d be okay with it? I’m missing something here.
if it’s a sign, it’s a sign, right? and can’t he just get the damn permit?
The city’s rules are pretty clear: if it’s on the outside: it’s a sign and you need a permit; thus hanging something or painting something outside is a sign. You can put anything you want inside a window without a permit, tho.
