I it was the kieds and volunteers who fixed the bikes in a program funded by DMB and the City. I seem to remember that Mr. Huja said he didn’t care if people kept the bikes. I assumed it was because the bikes were found, stolen in the first place and would be easily replaced with other found, stolen bikes.
