If you haven’t heard of the town of Columbia, don’t feel too bad. The town of 50 is in Fluvanna, 20 miles east of Scottsville. And as of September 20, it’s got a new mayor — 30-year-old Liz Layne, the town’s first female mayor. How’d she get into office? Simple: she was the only one to apply.
