If you haven’t heard of the town of Columbia, don’t feel too bad. The town of 50 is in Fluvanna, 20 miles east of Scottsville. And as of September 20, it’s got a new mayor — 30-year-old Liz Layne, the town’s first female mayor. How’d she get into office? Simple: she was the only one to apply. Columbia is essentially Scottsville without the levy, or the transplants that came after the levy was built and helped make it what it is today. Plenty of potential in Columbia, but not without a levy.
